Asunción, Agencia IP.- Paul Dean, the Principal Deputy Assistant Secretary in the Bureau of Arms Control, Deterrence, and Stability (ADS) at the U.S. Department of State, conducted an official visit to Paraguay to strengthen cooperation in security and military technology.

The main focus of the discussions was the Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. This Declaration seeks to establish ethical and responsible guidelines for developing and using artificial intelligence in military contexts, with a particular emphasis on compliance with international law in situations of armed conflict.

During the visit, Dean highlighted Paraguay’s stability and commitment, emphasizing the potential positive impacts that adopting this declaration could have on the country. He emphasized the positive application of artificial intelligence, favoring fact-based decision-making and more efficient administrative operations. He also pointed out the relevance of its use for the benefit of human rights, stressing the legal commitment and the importance of avoiding its misuse.

Dean’s agenda included meetings with high authorities from the Ministry of National Defense (MDN), Ministry of Foreign Affairs (MRE), National Defense Council (Codena), and the National Intelligence Secretariat (SNI).

The Deputy Secretary indicated that they are working with several countries to establish the principles of the Declaration and ensure its effective implementation. He highlighted collaboration in building these principles, the commitment to their application by the signing countries, and the exchange of information on potential threats.

Paul Dean’s visit not only reflects the ongoing interest of the United States in strengthening collaboration with Paraguay on security and military technology issues but also highlights the positive opportunities that adopting the Declaration on the Responsible Use of Artificial Intelligence could offer South American countries.
