Paraguay presents progress on human rights to the UN in Geneva

Asunción, Agencia IP.- The Paraguayan government presented its national report this Wednesday to the Working Group on the Universal Periodic Review (UPR) of the United Nations Human Rights Council, during the 52nd session held at the Palais des Nations.

The delegation was headed by the Minister of Justice, Rodrigo Nicora, and included national authorities and diplomatic representatives, who presented the country’s progress and challenges in the area of ​​human rights.

During the session, the Paraguayan State highlighted a high level of compliance with the recommendations received in 2021, with a 96% acceptance rate, channeled through the SIMORE Plus system, a monitoring tool recognized as a model at the regional level.

Poverty reduction and progress in social policies

In the social sphere, the report highlighted a historic reduction in monetary poverty, which fell from 24.5% to 16% between 2022 and 2025, and a decrease in extreme poverty to 2.4%. These results were attributed to programs such as Zero Hunger, Tekoporã, and the Universal Pension for Older Adults.

Advances in housing access through the Che Róga Porã program were also mentioned, along with policies aimed at formalizing employment under the 2025-2028 Strategy and digital tools such as EmpleaPy.

Reforms in employment, health, the penitentiary system, and the protection of rights

In the areas of health and justice, the implementation of Mental Health Law 7018/22 was highlighted, along with a new approach to combating drug use through the SUMAR Plan.

The report also addressed the transformation of the prison system, with a model centered on human dignity. In this regard, it highlighted Operations Thresholds 1 and 2, which allowed for the separation of convicted and pretrial detainees, which was considered a milestone in the system.

Regarding vulnerable groups, Paraguay presented progress in protecting the rights of women, children, people with disabilities, Indigenous peoples, and Afro-descendants, as well as actions against human trafficking and climate change.

Main challenges

The country acknowledged that challenges remain in areas such as reducing inequalities, formalizing employment, and improving public services, reaffirming its commitment to human rights-based public policies.

Finally, the authorities noted that the Universal Periodic Review is a key tool for strengthening democracy and consolidating inclusive, transparent institutions focused on the well-being of the population.
