Asunción, Agencia IP.- The Paraguayan Directorate of Migration (DNM) announced the requirements, benefits, and conditions for obtaining temporary residency in Paraguay, both under the general regime established by Law No. 6984/2022 and within the framework of the Mercosur Residency Agreement, intended for citizens of member and associated countries.
General temporary residency is an authorization granted to foreigners who enter the country with the intention of settling and carrying out legal activities for a specific period. It is valid for up to two years, renewable for an equal period, and is a prerequisite for obtaining permanent residency.
Among its benefits, applicants obtain the status of «temporary resident» during the process, which allows them to leave and re-enter the country and to study and work legally. They can also obtain a Paraguayan identity card with the same validity period as their residency permit.
Temporary Residency established by Law No. 6984/2022 on migration
This program is for foreigners of any nationality who wish to reside in Paraguay for a specific period. General requirements include the presentation of a valid identity document from their country of origin (national identity card, DNI, or passport), birth certificate, proof of entry into the country, certificate of marital status (when applicable), and criminal or police record certificates from their country of origin or recent residence, all duly legalized or apostilled.
An Interpol background check certificate, a background check certificate for foreigners issued by the National Police, and sworn statements of commitment to complying with national laws, the activity to be carried out, and their address in the country are also required.
In the case of minors, additional documents from their parents or guardians are required, as well as legal authorization in the absence of either parent or guardian, and certificates proving kinship.
The process involves a fee of G. 2,787,550 for temporary residency, in addition to any potential extra costs for fines or certifications. The Immigration Department clarifies that simply submitting documents does not guarantee approval.
Temporary Residency for foreigners from Mercosur
This program is for citizens of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia, and Ecuador, countries that are signatories to the Mercosur Residency Agreement. It allows temporary residency in Paraguay for the duration of the activities that justify the stay.
The residency is valid for two years, is non-renewable, and has simplified requirements compared to the general residency program.
The requirements include: a valid identity document from the country of origin, a birth certificate, a criminal or police record certificate from the country of origin or residence, a certificate of criminal record for foreigners issued in Paraguay, a certificate of marital status (when applicable), and proof of entry into the country. All foreign documents must be legalized or apostilled.
A sworn statement declaring no international criminal record and documentation proving presence in the country are also required.
For minors, documents from parents or guardians are required, along with notarized authorization if either parent or guardian is absent, and a birth certificate proving the relationship.
The fee for this process is G. 2,230,040.
Finally, the Immigration Office reminded applicants that all documents in a foreign language must, where applicable, have an official translation, and that the process is personal and must be completed in person. Furthermore, the Mercosur permanent residency application must be submitted within the established deadlines to avoid losing immigration rights, and the Paraguayan identity card is issued only after the residency has been granted.
